Center Architecture and Core Functions Planning
The Center establishes three core functions and is equipped with a specialized International Liaison and Legal Compliance Office to ensure the smooth operation of cross-border cooperation.
1. Financial PQM Technology Collaborative R&D: Global Tech-Chain Research and Integration
Function: Focus on the R&D of key PQM migration technologies, International Standard Compatibility Research, and toolchain integration.
International Cooperation Focus:
- Open Source Tool Collaboration: Participate in or initiate international open source projects to jointly develop Post-Quantum Migration (PQM) asset discovery tools, code scanning tools, and automated migration scripts for financial systems.
- Crypto-Agility Architecture: Introduce internationally leading agile architecture design concepts and, combining them with the characteristics of China’s financial IT architecture, develop middleware adaptable to multi-country algorithm standards.
2. Global PQC Migration Tool Think Tank
Function: Build a global financial industry migration tool and development resource network aggregation platform.
International Cooperation Focus:
- Global Financial PQC Migration White Paper: Jointly publish an annual bilingual (Chinese-English) industry white paper with Banco Santander and consulting firms (e.g., the Big Four) to define industry best practices.
3. Global Migration Engineering Consulting Services
Function: Focus on strategic path planning, organizational maturity assessment, and international compound talent training for post-quantum migration in financial institutions.
International Cooperation Focus:
- Cross-Border Compliance Migration Roadmap: Develop migration consulting solutions that balance China-Europe standards, specifically addressing the dual regulatory environment of “GDPR (EU) + Data Security Law (China)” faced by multinational financial institutions (such as Banco Santander).
- International PQC Practical Talent Training: Introduce international cutting-edge courses and establish a “Chief Information Security Officer (CISO) Post-Quantum Boot Camp” to cultivate practical talents who understand both technology and compliance.
Potential International Cooperation Implementation Paths
“Industry-University-Research-Application” International Ecosystem
- Expanding the Circle of Cooperation: Anchoring with Banco Santander, gradually expanding to Visa/Mastercard (Card Organizations), SWIFT (Messaging Organization), and other Global Systemically Important Banks (G-SIBs).
- Academic Alliance: Link with European universities such as the University of Liverpool and Universidad Politécnica de Madrid (UPM) to form a mechanism for sustainable technical development.
High-End Exchange Mechanisms
- Annual Summit: Host the “Global Financial Post-Quantum Migration Summit,” inviting representatives from Chinese and European financial regulatory bodies to promote communication at the policy level.
- Technical Committee: Form a Steering Committee composed of Chinese and foreign experts to ensure the international advanced nature of the technical roadmap.

Background
The modern financial system is a fully internationalized, digitalized, and indivisible comprehensive system. With the accelerated breakthrough of quantum computing technology, global financial infrastructure faces the severe security challenge of “Harvest Now, Decrypt Later.” Post-Quantum Cryptography (PQC) migration is a complex system engineering task involving algorithm replacement, protocol upgrades, and hardware retrofitting. Due to characteristics such as frequent cross-border interactions, strict regulatory compliance, and highly sensitive data assets, migration work in the financial industry urgently requires a global vision and international collaboration.
Strategic Positioning
The XJTLU Center for International Exchange and Collaboration in PQC Migration of Financial Industry (hereinafter referred to as the “Center”) is affiliated with the XJTLU Interdisciplinary Laboratory for Post-Quantum Migration (PQC-X).
Leveraging Xi’an Jiaotong-Liverpool University’s (XJTLU) unique advantage of “Bridging East and West,” the Center positions itself as a “Connector and Aggregator for Global Financial PQC Migration.”
The Center is committed to building a neutral, open, and cutting-edge international cooperation platform to address common issues faced by countries during post-quantum migration, such as difficulties in standard mutual recognition, differences in technical routes, and the complexity of cross-border data compliance.
