China’s ability to integrate foreign technologies through its Going Global strategy is playing an increasingly critical role in reshaping its economy and driving its transition toward sustainable development.
This was the key focus of Dr Francesco Macheda’s presentation at the 7th International Conference on Government and Market Economy, held at Tsinghua University, Beijing, in June 2025.

Dr Francesco Macheda, Associate Professor in the Department of International Studies at the School of Humanities and Social Sciences, XJTLU, joined leading economists and policymakers from around the world to explore innovative approaches to balancing government functions and market dynamics in global economic governance. The conference featured distinguished keynote speakers, including Nobel laureates Eric Maskin and Daron Acemoglu, along with renowned economist Dani Rodrik, making it a premier platform for the exchange of cutting-edge research and ideas.

In his talk, titled China’s Path to Sustainable Development through Going Global Strategy. Dr Francesco Macheda presented his latest research on how China’s outward foreign direct investment (OFDI) can reduce carbon emissions through reverse technology spillovers.

“Our findings suggest that policies aimed at improving China’s absorptive capacity, coupled with investments targeted to countries aligned with its evolving capabilities, are effective strategies to maximize the potential for China’s global integration to support sustainable development.” Dr Macheda noted.
He further emphasized that reverse spillovers offer China a valuable tool not only for sustaining economic growth but also for achieving its ambitious environmental goals under the dual-carbon commitment framework.
